From Digital India to AI India: Adobe Report Signals the Next Phase of Government Transformation
After building robust digital public infrastructure, the focus is shifting towards creating intelligent, accessible, and highly personalised citizen experiences.
India’s digital governance journey is entering a new phase. After years of building large-scale digital infrastructure and bringing public services online, the focus is now shifting towards making those services smarter, more personalised, accessible and ready for an AI-driven future.
Assessing the Foundations
Adobe’s 2025 Digital Government Index for India highlights this transition. India recorded an overall score of 58.2, reflecting strong digital foundations while also pointing to the need for better citizen experiences, improved discoverability and greater AI readiness. The study assessed government websites across customer experience, digital self-service, site performance, personalisation and AI readiness.
One of the strongest areas was digital self-service, which improved by 2% to reach 62.2. Multilingual technology is also playing an important role, with platforms such as Bhashini helping make digital government services more accessible across Indian languages. Personalisation capabilities are also becoming more mature, supported by India’s digital public infrastructure, including [Aadhaar Redacted], DigiLocker and UMANG.
However, the report also identifies important gaps. Customer experience declined by 3.7%, while accessibility and readability scores fell, highlighting the need for simpler content, better website navigation and stronger inclusive design.
The larger shift is clear: the next stage of Digital India will not be defined simply by putting more services online. As AI increasingly changes how citizens search for information and interact with government platforms, the focus will be on creating trusted, intelligent and seamless digital experiences. India’s journey towards AI India has, in many ways, already begun.
