Architects of Their Future: Youth Participation in Sectoral Governance
The final pillar of this framework is also its most structural: establishing formal youth-industry forums where young people contribute directly to discussions on the future workforce, technology, employment, and sectoral development.
The Governance Gap
India’s policy and industry planning processes have traditionally been dominated by senior professionals — understandably, given their experience, knowledge, and networks. But it’s also a limiting dynamic. The policies and plans made today will shape the world young people inherit, and yet young people have had little formal say in shaping them.
That gap has real consequences: policies that fail to anticipate emerging trends, plans that miss perspectives only youth can provide, and a planning process that ends up slow, reactive, and often out of step with the needs of the generation it’s meant to serve.
Forums That Matter
The answer is a network of youth-industry forums operating at multiple levels:
● National Level: A National Youth-Industry Council, potentially housed under the Ministry of Youth Affairs or NITI Aayog, with representation from youth organizations, industry associations, and government.
● Sectoral Level: For each sector — tourism, manufacturing, technology, agriculture, and others — a youth-industry committee that feeds directly into sectoral planning.
● State Level: Youth-industry forums in each state, addressing state-specific issues and opportunities.
● Organizational Level: Within individual companies, youth advisory councils or equivalent bodies that provide input to strategy and operations.
Mandate and Functions
These forums should have four core functions. Policy input: recommending changes to policies affecting youth employment, skills, and entrepreneurship. Trend analysis: flagging emerging shifts in technology, consumer behavior, and social change that industry and policymakers need to address. Program design: contributing directly to the design of skills training, entrepreneurship support, and employment initiatives.
